Prior to the adoption of CP 3-10 on 01/19/2010, Policy 3-10 read as follows.
ADMINISTRATIVE POLICY 3-10
DISTRIBUTION: ALL DEPARTMENTS
SUBJECT: INTERNAL RECRUITING
PURPOSE: To identify those positions in
the City Service for which job openings
shall
normally be advertised exclusively to existing City employees in
accordance
with Chapter 17 of the Lawton City Code.
BACKGROUND: Chapter 17 of the Lawton City Code establishes City of Lawton
personnel
policies. The City Code authorizes the City Manager to
identify
certain positions in the City Service for a seven (7) calendar day
exclusive
recruiting period.
POLICY/
PROCEDURES: A. The City Manager shall designate certain positions
for job
openings
that shall normally be advertised only to existing City
employees
for seven (7) calendar days. Changes to the list, as job
requirements
change, may be made at the request of a
Department
Director, with the approval of the Human
Resources
Director and the City Manager. The Human
Resources
Department shall provide copies of the revised lists
to
all departments as changes occur.
B. Existing employees may submit an application during a
designated exclusive recruiting period by completing an internal
application form provided by the Human Resources Department
for such purpose. The Human Resources Department must receive
completed internal application forms no later than the
closing date established by the job announcement.
C.
The Human Resources Department must ensure that internal
applications
from employees who meet minimum position
qualifications
are forwarded to the interviewing authority where the
vacancy
exists for preliminary screening. Preliminary screening
serves
two purposes:
(1) Provides information on which to base a decision to fill the position with
an internal
applicant or to initiate external recruiting for the position.
(2) Provide criteria for evaluating the relative qualification of the applicants.
After preliminary screening, the Human Resources Department shall certify and refer the number
of applications to the interviewing

authority requested in the job requisition. The Human Resources Director may refer the
application of any qualified applicant to the interviewing authority for interview and
consideration. Those selected for an interview shall be determined using the criteria established
by the interviewing authority during preliminary screening. All applicants referred to the
interviewing authority shall be interviewed and considered for appointment to fill the vacancy.
The reason (s) for rejection of referred applicants must be recorded in writing by the
interviewing authority.
D. All appointments for
employment must be approved by the
Human
Resources Director and the City Manager.

RECISSION: This
policy rescinds Administrative Policy 3-10 dated September 28,
1998
and will remain in effect until superseded or rescinded.
This listing includes those full-time positions for which an exclusive seven (7) day internal
recruiting period shall normally be conducted. The Human Resources Department shall cause
job announcements for these positions to be advertised to existing employees for seven
(7)calendar days before advertising the vacancy to external candidates.
